Sarah Payne is the South East Regional Offender Manager, leading the South East team to deliver NOMS' aims locally and leads on health nationally.

Barbara Swyer - Senior Commissioning Manager
Barbara Swyer leads on commissioning for probation services in the South East.
Steve Rogers - Commissioning Manager
Steve has a Probation Service background and leads for the SE ROM team on Offender Management, Public Protection and Prolific and other Priority Offenders (PPOs). Steve also leads on the Civic Alliance.
Tess Kirkby - Commissioning Manager
Tess is seconded from the Prison Service and leads for the ROM on the Finance, Benefit and Debt and Children, Families and Support Networks Pathways; the Voluntary, Community and Faith Alliance; and also on Foreign National prisoners.
Ben Kelso - Commissioning & Partnerships Development Officer
Ben builds and maintains effective working relationships with key providers and contributes to the commissioning of needs-based correctional services.
Jonathan Eccles - Commissioning & Partnerships Development Officer
Jon builds and maintains effective working relationships with key providers and contributes to the commissioning of needs-based correctional services.
Tony Frier - Financial Manager
Tony Frier is responsible for the development of the new financial systems and process required for the new commissioning environment in both the South East and London regions. Tony also advises and monitors the expenditure of large and complex budgets.
Mohammed Rawat - Assistant Financial Manager
Mohammed Rawat provides support to the Management Accountant in the development of the new financial systems and process required for the new commissioning environment. Mohammed also advises and monitors the expenditure of budgets.
Wendy Clarke - PA to Sarah Payne
Wendy Clarke is PA to Sarah Payne and also ensures the smooth operation of the ROM South East office.
Dean Gates - Service Delivery Officer
Dean assists in the management of the Provider Service Level Agreements.
Ross Towes - Office Manager
Ross Towes provides administrative support to the Pathways, Partnerships and Alliances Team and also acts as secretary to the Reducing Re-offending Delivery Board, the Pathway Boards and other forums.
Roopesh Mandalia - Service Delivery Officer
Roopesh assists in the management of the Provider Service Level Agreements.
Matt Osborne - Service Delivery Administrator
Matt provides administrative support to the Service Delivery Unit.
Janette Powell - Bail and HDC Project
Janette manages the Bail and HDC Project in the region.
Leisa Staples - Commissioning and Partnerships Development Officer
Leisa builds and maintains effective working relationships with key providers and contributes to the commissioning of needs-based correctional services.
Linda Jones - Head of Partnerships and Alliances
Linda leads the regional approach to reducing re-offending by working collaboratively with a wide range of stakeholders with the overarching aim of reducing re-offending to create safer communities.
