Reducing re-offending targets
A Public Service Agreement sets out the key improvements that the public can expect from government expenditure over certain time periods.
Public Service Agreements are three year agreements, negotiated between each of the main government departments and Her Majesty’s Treasury during what is known as the Spending Review process.
NOMS is responsible for three relevant PSA targets to reduce re-offending. We have also set a strategic aim that goes further than that of the PSA commitments.
The NOMS reducing re-offending agenda requires the government to tackle a wide range of factors through the seven NOMS reducing re-offending pathways.
Work under the seven NOMS reducing re-offending pathways (new window) is in line with targets set out in Public Service Agreements.

Spending Review 2004 Public Service Standard
Maintain 2006 level of performance over the Spending Review 2004 period
Home Office Strategic Plan (Set in parallel with the Standard)
Five per cent reduction in youth and adult re-offending comparing 2003 and 2008 working toward a 10 per cent reduction by the 2010 compared against 2003.
